How is my bluff?

Villain is 19/16 in 40 hands, playing 10+ tables.

I put villain on a weak range when he raises me on the flop (a weak ten, or something along those lines).

Should I give up on the turn when he bets so much? When I go all in I give villain pot odds of 28%.

I thought for a bit to 3bet the flop and I guess this would have been the better option -> 3bet to $10 and call a shove. Against the weak range that I assign villain I have at least 40% equity. (against AT alone I have ~50%, a flip) But when we add the 3bet fold equity we should turn a profit.

I´d only 3-bet flop that case if I think he is bluffing and if you put him on weak range then I think being oop 3-betting is better
He would likely not b/f turn and you don´t get correct odds, so better is then c/f
