I think he's going to cbet 100% of the time here, so I think a raise is best play. It could take the pot right away (if he's tight and not holding a K). Though I think I'd be more comfortable if I knew a) what his steal % is from the SB and b) what I've seen him raising from the SB with before.
you should just call as the default play. you would call a lot on this flop. with a lot of Jx and Qx combinations with a bd-flushdraw and with certain variations of straightdraws, with Ax hands etc etc. that means it's important to also have pairs in your range as when you do even raise with the lowest pair and with 5x your calling-range gets really narrowed and he knows you have a weak hand.
Raising the flop is basically not a mistake if he is the type of guy who does not contibet the turn with air again and who always checks with Ax. by raising the flop you make him calling at least 1SB more with hands he'd give up on the turn like J9 T9 T8 Q9 QT 89 etc. but if he's gonna barrel anyway as he defines your range as being quite wide you should just call the flop and call down your hand.
