on the flop there is no PFA so i just bet my set.

im pretty sure to be behind against this guy, but i can still make full house

You have to be a lot more agressive I think.

There was no PFA as you said, only hand that beats you on the turn is Q9 (and AQ but unlikely). There 2 more people in the hand who love to donate money to you it seems, just 3-bet, call a probable cap and lead the river. Especially this river, it completes your FH so you beat an unlikely straight and somebody might have made trips. You shouldn't be scared of JJ or KK due to the preflop action, just bet/3-bet.

3-bet turn... no matter how passive he is you can´t put him on a straight only. you still beat KT, KJ etc.
river is a bet and imo a "crying" call. they could still do this with a straight or trips.

#2. Don't 3-bet the river since you have the worst possible FH and KT, JT or T2 could be very possible.
