I wouldn't say it's definitely a c/f on the turn, I think it's more of a bet/fold situation. There aren't many 6x hands in either of your ranges and when checked to he's still betting TT/JJ/A9 so a check/fold isn't necessarily optimum. I think you can also make the turn bet a bit smaller as we're getting into thin value territory here, i'd quite like a $1 bet here. When he raises you can be certain you're beat, whether it's by the turned straight, flopped set, whatever. You are definitely beat 
He's not raising TT/JJ/A9 here, I doubt he's even raising 2 pair hands so the fold is correct
