With 13bb i wouldnt shove KQo from MP and i wouldnt shove it over utg limper from that position. You have 2 main factors that are against shoving: you still have 4 players yet to act and utg limp is generally stronger than limps from other positions.

I'd shove this from BU over utg limp.

This. Sounds perfect actually although against most people we can shove from CO as well etc.
