Hand 1: You can call, you can fold... Probably you have some image of his play style. How loose his vpip/pfr is? How much does he steal? If he is active and steal a lot from late position this is call.

Hand 2: I would pretty much snap call. Such a dry flop that villain might easily shove with some over cards and he might have weaker Tx or perhaps some middle pockets though it doesn't make lot of sense to shove those. AT and TT+ would often 3bet preflop. Not necessarily though, but those are less likely.

hand 1. need more info. could be very bad, could be very good.

hand 2. bet/call. fish love to bluff jam paired flops, you have top pair... etc...

ps. there is a reason for the limit :P try and keep it to 1 hand per thread, means we dont get overloaded and means we can focus on a better quality review rather in each thread. 2 hands from the same context are fine though.
