I have a general question should I use Short handed maximal table ORC as reference point for 4-handed tables. Is this chart suitable if table average VPIP is 40% or even if its >60%

Nah, I wouldn't raise from your position with just A2o, A2s might be doable but with such a hand I wouldn't do it unless I expect to see very often folds or people are really weak postflop.
