Hero bets $1.10, Button raises $2.20, Hero ?

This is a more general question that I was meaning to ask for a while. What do you think a min raise means from a fishy player of this kind?
From my experience it is somehow balanced between top pair with a bad kiker, weak draws and sometimes pure bluffs.
What line would you take?

I would just fold it here. I think you are quite right about the range. If I see someone minraise a coule times before, I call down lighter. But in this spot I 'm folding, mostly because you are oop.

Since he may sometimes bluff you I think calling flop with pair is fine.

Most of the times min-raise is tp, that they would raise to see where they are at.
