I prefer using judgment on individual games rather than hard rules, but if you want such a rule, I would suggest you not play $10 Limit until you have at least a $1,000 backroll (not the buy-in)

He means that people should only play NL10 with a $1000 bankroll. This is to cover variance and swings.
He is recommending that you have 100 buy ins for each limit when playing.

It's been a long time since I was broke, but the way I always got broke was by playing with desperation money. I let myself get into too much of a hurry, played in games I didn't have the bakroll for.

If you play with money that you're afraid to loose, then yeah, you should play in a limit where you have way more than 25 buy-ins
