how to play here? I might be missing value

He is 21/17 with 3bet of 6.8%

fold vs steal on BB is only 58%, he flats a lot to steals.

Meaning that I cannot minraise, as he might call or allin too often abusing me as a bubble, but what about shoving? I mean he might call wider than 15.5% making my push unprofitable, but do you think he should call that wide?

What his pushing range shold be like? I don't know so I don't know what my calling range here should be.

Well, he probably doesn't do this with AA, KK.

but I would say it is something like 9.5% pushing range and my calling range should be AK TT+?

First hand:
what about limp/stabing? Shoving with 16.5bb is not necessary in my opinion cuz we are to deep, expecialy without antes. Better to wait for better hands and call his 3-bet shove or 4-bet shove him if he 3-bets you often.

Second hand:
we are facing 14.5bb shove so if you give him 9,5% then is more JJ+, AKo here, but i give him like 13% (66+, ATo+, A2s+, KQo+, K9s+, QJs, excluding AA, KK) cuz he's shoving rather than raising cuz of the mentioned loose 3-bettor BB. Against that 13% range, we are calling with TT+, AQo, AQs.
