Can I call this here? My thinking was he'll be shoving with 2 cards higher than my 9s so I'll basically be flipping with him and also there's a short stack in the BB that could get involved

CO does not have a great incentive to OP there as a mid stack, so imo he is on a relatively tight range.

Also I think that he would not open push with QQ+

If you think he is pushing more than 10% of hand you have a decent +EV call vs his range.
