99 - how strong to play pre-flop

Is this hand too strong to fold in this situation or did I play it correctly?

UTG+2: 1,410 (23.5 bb)
Hero (MP1): 1,400 (23.3 bb)
MP2: 2,540 (42.3 bb)
MP3: 650 (10.8 bb)
CO: 1,230 (20.5 bb)

Preflop: Hero is MP1 with 9 9
UTG raises to 180, 8 folds, BB calls 120

Flop: (390) 3 8 7 (2 players)
BB checks, UTG bets 235, BB folds

Results: 390 pot
Final Board: 3 8 7
BB mucked and lost (-180 net)
UTG mucked and won 390 (210 net)

Call for set mining and if we imagine that it would be a 3way pot then folding on the flop is okay since there are too many scare cards which can come. I think folding here is a bit too passive since were ahead of every Ax hands and even lower pocket pairs

I'd only raise this UTG if the table is very very tight, which would barely happen. I think you should call for set value in this position.

he does not have odds for set value; he should call 180 with 1400 stack. I think fold is good. You can also call and play on the flop with mid pair but thats very risky.

Standard fold in 10 handed versus UTG raise and stacks are too shallow for set mining. Good default would be to have 20 times the call amount behind in effective stacks.

This! If we had TT from a later position we can call sometimes, because the hand's not quite good enough to get it in preflop against UTG raiser, and we're not exactly just calling for set value. However with 99 here I prefer just folding.
