Both options are fine, either you raise it for value or if you assume he is rather tighter side and wont continue vs the 3bets anyways with a lot worse than calling and playing postflop as overpair/set would be also fine.
Myself I'd go for 3bet-value.

Doh, it's confusing cause now the stacks are also different for UTG. Vs $5 we can even call and set mine and play for overpair. Vs $3 it's a bit more closer but while wear on BB and have to Call 20 cents we could do the same. If we assume he raises a lot more hands from UTG then just 3bet and broke vs him.
