The problem is that you can never represent much on paired boards like this and by raising, you often isolate yourself against better hands. You also give him the possibility of re-bluffing. In position, I have a very strong tendency here to call down at least once to see what he barrels with. Of course, if there are really ugly turn and river cards, you might have to fold.

Might be easier to raise the flop cause we can still turn a lot of cards into our side -> into bluff. Like FD complete and some overcards like the A:c. ♦ Cause we can't really Call the flop and then hope that he is Checking behind the turn, he is almost never doing with his 2nd barreling range unless it's a made hand or a trap.

We can still Raise/Fold it and do it for value even from overcards maybe and of course draws. But I'd still continue betting on the turn to make him fold some PPs which have us beat.
