Considering stack depth, is the passive line ok here? or should I be raising flop or turn? I figured there was no point in raising river as villain should be bet folding sets...

river is close because of his bet size. I don't expect him to bet that small with a high flush all too often, looks a lot more like thin value from QQ+ or a set. You said he probably folds a set here, which might be true, but it means that you have to bluff raise with a hand like JT or KJ here.

I don't think you want to play your draw aggressively here as it is not drawing to the nuts. With just a pure NFD I like raising for the reason that stacks are deep and you will often times make a hand that wants all that money in. With a Thi flush you don't want all the money in, so why raise, 50-100bb going in in total is plenty.
