Recently I changed computers due to hard drive getting fried. I downloaded Poker Stars to my new computer signed into my account and I don't have my player notes or any previous setting that I had on my old computer.
Anybody tell me if and how I can retrieve my player notes.

player notes are stored on you hard drive so unless u can access it they are gone unfortunately

Better backup your disks with a program like easeus or make a clean install with raid1 from the beginning.
