I've managed to attract people to PokerStrategy and I have 60$ in my referred friends account. But the question is: If I, for example want to withdraw money to Titan Poker and I don't have an account, so I have to register Titan Poker account with some kind of ref code or not?

In the Tell A Friend terms and conditions it says this,
2. Requirements to receive Referrer Accruals
2.1. In order to promote our Site and Services, you have to be a registered member of PokerStrategy.com. Furthermore, to get Referrer Accruals, you must have an account on one of the Poker Sites which has been created with our Bonus Code where we can credit your Referrer Accruals
So yes you do need the account tracked if thats the way you would like to receive the payment
