What line should i take ? 3bet? call?

raise seems indeed best.

9's don't play that well OOP.
with a call you also invite the bb in. If you get raised again you can easaly fold.

Yep 3bet is best and villain is good target for it. 3bet-calling is not out of question either with aggro dynamics.
