Is my reasoning here correct? Its better to just raise 3bb and fold vs known Bigstack shove instead of pushing?

good question, 3bet is better than 3bet shove in this situation

i am agree with your thoughts .you can consider utg +1,s chip is dead money . if you push,your 20,BB chip completely expose in front of BB player . the hands that can call you must better than you

Yep small 3bet is best. Versus this BB we can even fold if he shoves, but versus loose BB we can also 3bet small with plan to call if BB shoves.
