Raise turn and go all in on the river agaist such a fish?

Preflop: you may/may not have a value 3bet. Look at his opening range and if it's like 25%+ you should 3bet KQ for value. Just put in a smaller raise to $2 to allow him to call with most of his opening range. It's better to play with initiative and go for thin value and we can make very good decisions in position.

Flop: Standard call here.

Turn: Hmm I have seen fish go weakbet/3bet a lot so I don't really mind calling here to pot control.

River: We are almost certain to have the best hand now. I raise to 3 or 4$.
