66 Just above 13BB - Push or Speculative?

Should I have treated this as a speculative hand, hence the call looking for a cheap flop to hit the set. Or as I was close to 13BB push all in?

Folding would be best. We cannot limp to set mine with such shallow stack and by shoving we would risk too much from this early position. From late position like button or blinds it would be ok shove spot if we have no need to be afraid of UTG limping as trap.
