Yes, the flop is very dry (only one flush draw) so if he's going to fold at all he should be folding to a smallish half pot bet.

I would say that his range for getting to the River includes some hands like 88/99/TT that didn't believe us when we bet on the scare card and some Ax hands like AT/AQ/AJ that just wanted to see turn card and called once they improved. I certainly think there is some value in the River bet but I would probably make it something like 250 since I doubt a big bet will get paid off by all that many worse hands. We can bet very big with the aim of targeting specifically hands like AQ, but without too much information I'd just go with a smallish/medium-sized bet and hope to get a call from a suspicious hand like TT and A5o/A4o.

The fact that the flop is paired makes it very unlikely villain has a set here, so we mustn't be too frightened to bet the River always imagining that we are somehow beaten by an obscure hand
