My Friend had 2700 chips and UTG raised 700 with pocket 7s. Mike Player B to his left then doubled the bet to 1400, then Jess player C called.
My friend then went all in (a further 1300) then Mike proceeded to put Jess all in for her last remaining chips (roughly 2000 more than the 1300 my friend put in).
Does Mike player B have a second option to put Jess player C all in?

Yes, player B can go all in as the second raise was more than a min raise.
First raise 700 to 1400 = raise of 700
Second raise 1400 to 2700 = raise of 1300
A min raise would be from 1400 to 2100.
If your friend had less than 2100 chips, his all in would be less than a min raise. In this case the UTG player would be able to raise, call or fold at his discretion, but if he either calls or folds, then players B & C can only call and can not raise again.
DailyDollarPro is right, but his explanation is not totally correct. In a nutshell, UTG raised to 700, and his raise was re-raised to 1400. Being legitimately re-raised, he now has three options: FOLD, CALL or RAISE, in other words, he can do whatever the hell he wants with his chips in that spot :).. I might not be the best poker player around, but when it comes up to live gaming, literally speaking, I know my shit
