Vs reg playing 19/18, How hide can we shove here? And is this loose?

Depending on his level. Honestly, if we would raise/induce here with AQ/AK which is quite bad, we have to shove a tiny value range that does good vs his top 10 f.e.
He just has to be tight here, but tight still means he can raise top 20 and fold anything but AA/KK(possibly KK has a close to BE expectation or so), then I shove 68s for sure. Also, keep in mind who is sitting in the BB, the spewier he is, the tighter we have to be. I assume everybody nowadays is smart enough to understand that risking much as a mid stack when there is 2 blinds something shortie on the bubble is not a good move.
