bet/call is my prefered line. the guy can still have 99 , 22 .. odd two pairs . but dont 3bet. thats giving too much action. on the river.
Normally it's just a check/call River because you checkraised the Flop and you'd even 3bet the Turn. You represent a set or KQ. It's very unlikely that he capped 22 Preflop. Might have happened but after he capped the Flop and he followed through on the Turn with maximum action, he's supposed to have KQ, TT or 99. I could imagine he's got KQ as 3bet IP is very often a weak hand/a draw. A hand he could have capped Preflop. So given you are behind against KQ and ahead against 99 and TT (i don't know why he'd cap KK and QQ on the Turn unless he's a maniac) you have a check/call on the River.
With a read that he's super aggressive, you do either play donk/3bet or checkraise but donk doesn't gain a lot as just better hands are raising. You just represent JJ and KQ. Don't know which hand he's gonna be raising again
