fold or call in position in this situation??

Stacks are too shallow to do anything beside shove or fold. If you call you have less than pot size bet left. You also have no fold equity so fold is best. Villain is very unlikely I to be on wide enough 3bet range from SB.

If both villains would be 3bet happy I would prefer to just open shove this hand. When BB seems passive minraise-fold is ok.
