Is this a good spot to bluff the river? His small flop and turn bets look like he is on FD/SD to me and gives up on river.

Hello,

As UTG is a midstacker we could fold this preflop, but I wouldn't say that calling is bad.

Flop and turn are good.

As played, I'm definitely not bluffing the river against a fishy looking opponent. Just check back and go to the next hand.
