Hi.

People who minraise UTG in low-stakes FR games are almost always bad. So even though you are readless, I think this bet-sizing tell gives away quite a bit of info.

Flop: Since this guy is presumably bad, the best play is to c/c Flop and Turn and fold river. I think most fishes will bluff once or twice a lot but not fire thrice. As such, the best counter strategy is what I have suggested.

As played you can't fold. Fishes (assuming he is one) tend to delay their bluffs until the river a lot. And you do beat so many busted straight draws - I'm sure you are good here 20% of the time, which is around the pot odds you are being offered.
