nl2 sh 45s flop raise

Villain is 44/31 over 40 hands but has played pretty fishily, no other stats that are useful here.

I think flop betting here is ok as we have 5 outs to improve with a backdoor flush draw possible + may make a lot of his hand range fold here?

I get roughly 4.5:1 to call his flop min raise, can i call here with the chance of improving?
