Hello maythany ,

With two short stacks after him I don't think villain is raise/folding often. His range should be a bit tight here and he is raise/calling most of the time. I prefer to fold here and shove only with something like KQo+, KJs+, QJs, 44+, A9o+, A7s+. If we have info that he is raise/folding with this stacks than we can go much wider.
