So if you only expect him to call with better (JJ+) why do you raise the flop?

When you raise TT there nothing better folds, not much worse calls so it doesn't really make sense to raise.

flop : I am turning my hand into a bluff

if I call it is very hard to continue playing OOP

I see a lot of fold equity vs this guy

I can't see why you would raise otherwise, except to get him to fold his equity in the pot.

I definitely see where you are coming from, but the next question is:

Why is this a hard flop to continue on if you call?

How do you expect him to play turn/river?

it is hard to continue because he is so aggro

1-
any over card that will comes he will barrel it for value or as a bluff ..(most of the time)
if he checks ,I cant do any thing just hoping to see cheap showdown

(unlikely to win ,because on A high board when he checks he checks with showdown value like QQ hands if he doesnt have showdown value he will
bet it as a bluf or value)

2-
can I call him down turn +river on low board !?
i think he will bet them for value more often than a bluff , so no (W$SD 50)

1: With 2 overcards he has 6 outs, and if he bets all overcards then we can have an easy bluffcatch. You expect him to bet a lot so he has more weak hands than strong ones.

2: Again, if your assumption is that he is spewy/aggro why can't you call him down? If you don't expect 3-barrel bluffs that means that he is not that aggro afterall. And the WTSD/W$SD numbers are useless given the sample size (you need 400+ hands at least).
