3Bet By Position = You 3Bet from the Cutoff.

3Bet Vs Position = You 3Bet an open raiser who was in the Cutoff.

Using By and Vs position combined at the same time makes for a very powerful group of stats.

I dont get it, so if utg 9 handed opens, and mp 3bets him, it dosnt show in this stats? because u only mention cutoff, what if cutoff was not even involved in the hand?

It was just an example... You have those stats in every position (exept you cant 3bet by UTG position).
In your case those stats would be:

3Bet by position: MP (if you were the MP 3betting the guy)
3bet vs position: UTG
