Villain steals from BTN 40 and he have fold to 3b from BTN 49, 4bet range from BTN 3, fold to c-bet in 3b pot 44.
He didnt like to fold, is one of those sticky regs.
On the flop definitely we bet for value, he can and will continue with worse.
On the turn that T hits pretty nice his calling range on the flop.
I try to give him a range and on the flop hi have like 22% EQ, and when the Th comes he have like 42% EQ.

Should we bet/fold on the turn ? He also have bet vs miss c-bet on the turn 30.
If we bet on the turn and he calls, whats the plan on the river ? Blockbet ? check/call on blank rivers ? check/fold if a bad card comes ?
In this example that 9h is definitely not a good card for us.

Preflop: looks fine

Postflop: First, how does he play vs a missed cbet? can we check raise a board like this for value (chances are yes)?

What does the T help? Yes it helps some gutshots and QT/KT maybe TT but Qx, Kx, JJ and FDs are still worse than us. TJ picks a pair + oesd so we are still vastly ahead.

Why can't we just go for value on turn and then value on blank rivers? His bet vs missed cbet on turn is exceptionally low.

He have bet vs miss cbet 38 but this is in the SR pot, i dont have that stat in 3b pots.

If we xR flop i dont think many worse hands will continue, probably just KJ, maybe KT ?

I agree with the bet for value on the turn, and also bet blanks rivers for value.
Lets say we bet flop, also bet turn and then the 9s come on the river ?
This is not a blank, should we check/fold ?

Single raised pots can be a good indication of his overall tendencies so that number tells us that he doesn't really bet behind that often.

To answer your question can you see worse calling you on that river (after T and 9s came down)? How about him bluffing (or betting worse) if you check?

No, i dont see him calling with worse on that board.

I dont think these players have balls to bluff on that wet board, so i see him checking behind alot of the times with a medium hand.
