should I just fold flop?

Preflop: Hero is BU with 9♣, 9♥
2 folds, Hero raises to $1,75, SB raises to $4,00, BB folds, Hero calls $2,25.

Flop: ($8,50) 8♦, 3♠, J♠ (2 players)
SB bets $6,00, Hero calls $6,00.

Turn: ($20,50) 2♠ (2 players)
SB bets $5,00, Hero folds, SB gets uncalled bet back..

Final Pot: $20,50

No I like calling on the flop, since your hand could easily be good. (If you don´t want to see barrels then you could turn your hand into bluff and make 14$ re-raise, because he´d now fold A high hands, but shove/call with overpairs, top pairs or flushdraws.
As played: you should call the turn, this could easily be blocking bet and if river is blank then he'd probably check is A high down.
