I think his range for not c betting is normally something with Sd value maybe 9x TT-KK
How I should adjust my thoughts on his range after a min raise I'm not so sure.

When he bets turn after not c betting I'm not sure if i'm being weak to give up right away

Hey ChangNoi77,

Preflop call is fine here.

Flop check is fine. Villains check back range is stuff with marginal showdown value and also hands that have completely missed flop.

I would consider just leading turn for protection here. The only thing we can really deduce from his min-raise open is that his range is potentially wider than someone who opens to 3x.
