I would call flop. Raising doesn't make much sense here since only hands that have u beat will call. Basically ur turning ur hand with showdown value into a bluff.

raising is the worse you can do in this situation . you will never get looked up by worse
when you call preflop you are practicaly calling to set mine because of the good odds . just fold on the flop and dont get into a tricky situation on a later street because a lot of times he will show overpair after he minraises pre and cbets
