First up, Villain is only playing 1/2 stack which indicates that he is a recreational player. In my experience when players at these limits donk bet 1/2 pot + it is TP+ or a good draw. When they donk bet min / small then they have a weak draw / marginal hand looking to bet/fold.

FLOP: So, when villain leads out here with this sizing I would put him on TP+ and good draws and just raise for value and get it in. Might make it bigger personally since I doubt he would bet/fold many of these hands so he is in-elastic to our sizing and anything else is not giving us further action on future streets. I would make it 0.30 - 0.40. I would expect villain to get it in with much worse here.

I think flatting the flop bet would be bad since it:
1) might kill our action
2) de-value our hand
