Should I have folded flop? Felt like there wasn't too much that he was representing.

Can I fold river? His hand did look like a straight but there were lower sets in his range too.

Hi,

If he woudl be on the BB then I can give him more T9 combos or even some AT combos, but since he is SB I think he would mostly fold his T9o and often also 3-bet with T9s
Calling flop is fine, since he is reping too narrow range and some players are not just c/r sets on dry boards
On the turn he can have T9, but also he can play this way every set.

Against that range you´re ahead, so imo you can´t fold river. Also he can mix up some Ahxh/76s bluff combos
