I wouldnt look much at bet sizes. If we know players bluff frequency, then we can conclude if we can call down +EV or not. If we dont know bluff frequency, then whatever our decision is, it is based on assumptions and experience which is almost random gambling imo. Bet size can also be population base read if we have it, but I think there is no such a read for fish, they play random. I think with totally no info and no clue, it is the best to fold, because we shouldnt be afraid that fish is going to exploit us with his agression in the long run. We will anyway get sample from this fish if he continue playing, and then make right decisions in future. You can even defend here GTO, and neutralize his Bluff EV, while your call down EV is not great. But what if he is passive fish, you burn money this way.
I am not sure how many hands on him you have, but even with hands you could have a clue if he is agro fish or passive. If PFR is big, he is very very likely to be agro fish, otherwise passive. Then, I would just make my decision on this, if he is agro I call down vs any sizes, because agro fish are bluff heavy, and it doesnt matter which bet size they choose they are still bluff heavy.
I think it would help to filter your database of hands using pokertracker or hm (filtering PFR and VPIP, e.g list all players with PFR > 35 gives you agro fish). Then from those, sort fish with high PFR and with low, then you will see statistically if there are more agro fish or passive. If I would have significantly more agro fish in database, I would call down the hand, otherwise fold flop.
In party poker where I play big % of fish are agro fish, and I would call down this hand without thinking a 1 second.

Well, this is exactly seems to be totally random decision.
You can say, I call down smaller sizes because I need to win less often. But on the other hand, when you fold vs bigger sizes you can say you missed the chance to win so much money (if he would be agro fish). And if the reason for smaller sizes is somehow to minimize losses, then you can fold flop and for sure lose the min amount.
I mean, it is not that I am saying you played it bad, or that I would play it better, just wanted to say that playing marginal hands (not pure nuts, not pure air) vs totally unknown range and frequency will lead to almost pure random move.

I try to stay balanaced, not to go too much out of line, and not to fold too much in general, or to call down, in order to prevent having big leaks which others can exploit. But generally, I dont play gto, why would I if on NL50, NL100 where I play people dont play gto, fish also dont play gto. Even if somebody tries playing gto, it is still far away from gto. Imo, only computers can play gto, for humans it is just a nice try, approximations (but still better as close as possible to gto than far away from it). So I rather look to exploit maximally.
