Hello,

I prefer to raise this hand on the flop and get it in.
I would call it if I will plan to give him an option to bet the turn (as he bets a lot) and shove over his bet as we can make him folds hands like 9x for example.
You can calculate it by elaborating over his range - you see how much he raises from CO and give him a range for betting twice and see how often he will fold against a raise.

Overall, as he is quite aggressive I think raising the turn would be +EV. I wouldn't be raising against someone with around 30% turn cbet.
