Here BU is really tight and w/ his 20bb stack I wouldn't expect him to open more than 25%.
The think is that if he is not able to call loozer than : 13.7%, 22+ A7s+ A8o+ KQs , you will find a resteal spot really interesting.
So if he OR 21.6%, 22+ A5s+ A6o+ KTs+ KTo+ QTs+ QJo JTs T9s , and calls 13.7%, 22+ A7s+ A8o+ KQs , this give you 36.5% of FE and already a resteal range of 19.2%, 22+ A8s+ A9o+ K9s+ KQo Q9s+ QJo J8s+ JTo T8s+ 98s 87s
So assume that most of the player here open larger and that some of them aren't able to call wide enough. you could easily find a resteal spot with a range as wide as :
32.1%, 22+ A2s+ A5o+ K5s+ KTo+ Q8s+ QTo+ J7s+ JTo T7s+ T9o 96s+ 86s+ 75s+ 65s

With regards to a resteal range: remember that restealing a hand like T9s is profitable and definitely +EV, however flatting the hand will definitely be more +EV, although higher risk (and higher chance we make a mistake postflop too).
I'm likely folding J7o and 76o and flatting a few more suited combinations (eg K2s-K4s, Q5s, 96s and 64s). You should also definitely passively defend OR 3betshove A2o-A4o. Otherwise it looks good. Remember the price we get on a defend is incredible, and reverse implied odds are quite low when we are playing so shortstacked (in fact even with a hand like K7o I think we have positive implied odds).
BTW I would be flatting KK+ here as well.
