I think that calling here is safe.
So is your play, but as you yourself point out, the overbet may have scared off worse hands that could have called your raise on the flop had you made it smaller.

In cases like this, min-raising his CBet can induce shoves with worse hands:
This flop hits a UTG range quite nicely, leaving lots of gutshots and OESDs that might call a smaller bet. The only made straight is J9 which is unlikely to bet like that pre.

I think there's no way that villain will let go of KK and AA on that board unless he's got a solid read on you, most people will go broke on that flop with the previously mentioned hands. I think villain most likely had AK there, possibly JJ, 99 as well but not likely.

Given his big 4bet preflop I think you could have called the flop because when he 4bets his range narrows down quite a lot and on that board do you really think he could have J9 ? or drawing with JK? not likely... however I don't think your raise is bad either, villain's just fit or fold in this spot.
