Preflop: Hero is SB with 7 8
2 folds, BTN calls $0.02, Hero completes, BB checks

Flop: ($0.06) 7 6 5 (3 players)
Hero bets $0.04, BB calls $0.04, BTN folds

Turn: ($0.14) Q (2 players)
Hero checks, BB checks

River: ($0.14) 9 (2 players)
Hero bets $0.12, BB raises to $0.99, Hero.

Would mostly raise this hand when SB checks to me. Decided to call here.
Play monster aggr on flop. Now I think a 2nd barrel on the turn would be better. Still have OESD and middle pair. Pre-flop c by BB indicates medium hand like smaller one/two gappers or small pocket pair. The gappers are likely to hit on this board so BB is likely to call.

What to do with huge raise on river? Hit 2nd nuts only losing to T8. BB overbet clearly signals the nuts. Is this a hero call on lower limits?

On the river you can't fold simple as that, sure there is the small possibility that villain has T8 but it's just too small to consider it in my opinion I would shove my stack without worry on the river, and to answer your second question, no I don't think it's a hero call at all, how can it be? you have the nuts...
