Preflop: Hero is BB with 9 9
4 folds, SB raises to $0.75, Hero calls $0.50

Flop: ($1.50) 4 6 A (2 players)
SB checks, Hero bets $1, SB calls $1

Turn: ($3.50) A (2 players)
SB checks, Hero bets $2.25, SB calls $2.25

River: ($8) Q (2 players)
SB checks, Hero checks

SB- 28/25 over 91 hands, AF 0.8

I'm often getting calls on turn because the A means i'm less likely to have one so it's not such a scare card

Preflop: looks fine

postflop: Villain can pot control Ax and other pairs so your value is somewhat limited to 6x, some 4x and some smaller PPs so we are definitely not going for 3 streets.

I prefer just betting 1/2 on turn and checking river (if we do bet).

as well as 77 and 88 right, or do you expect them to bet flop?

Yeh, when I said smaller PPs I was referring to 77-88 (maybe 55). I doubt 22/33 even ck/call the flop.

Look at number of combos:

77/88 = 12
6x = let's say 10
4x/55= let's say 4 (as I expect some to fold)

So total about 26 combos...

Now, what can he pot control and play like this?

TT-KK = max 21 combos
Ax = can be quite a few combos. For example A2 is 8 combos alone.

So you can see that he doesn't need to pot control a lot of Ax for this to be a bad valuebet on the turn.
