pre I 3bet for value when e only calls I do not put him on premium hand
flop his cbet % is 74 so I check to induce him to bet so I could shove with some fold equity (although with him being a lag mid stack perhaps I have no FE)

Preflop: looks fine

Postflop: you are the PFR so his cbet stats are somewhat irrelevant (as he cannot cbet). I would look at "Bet vs missed cbet".

He is also more a fish than a lag. Afterall he plays 45/24 so that's a big fish.

Betting flop/shipping turn is fine but if he likes to bet a lot himself ck/shoving is ok as well. You have a ton of equity anyway,.
