Is indeed a weird shove of SB. It’s likely that he will push this with draws and 7x here.
I think a call is fine here as short stack, but if you see him pushing with better it’s a good idea to make a note about this.

Since you don't provide any additional info about the guy, there is none?
Because of that I'd fold. One guy migh be doing this with K8o, another could ship T9o, or 7Q or anything. I mean, since he could be completing 100 percent of hands, we have too little information to make such a call.
I'd call. They can do this with 8x, 7x, a pocket pair, random draw, random 2OCs... Hello variance.
