Even though your stats might indicate he opens 30% from that position, that is not filtered by stack size. He is quite short himself and he is opening into a bunch of good reshoving stacks. Therefore I do not think he was opening 30% on those circumstances, which makes your shove a bit too loose.

Even if your assumption was right, and he was still opening 30% 20BB deep, I would still wait for a better spot like you suggested.

Second question, knowing approximate reshoving ranges from villian perspective what is the method to count what you should open there profitably without using hrc?

You mean how villain knows which hands he should be opening? If that is your question, you should start with a chart or with the nash opening ranges. Then, according to the stack sizes, dynamics of the table, stage of the tournament, payouts, etc. you can tighten or loosen up accordingly to try and exploit your opponents.

Given the fact that the big stack is on the button & there's 2 ideal re-shove stacks behind (you & co, sb no fold equity), I don't feel villain is opening anywhere near 30% in this spot, although he does have a nice stack to be messing around, it's the final table bubble (I presume that's what you mean by semi ft?) & will still have 17-18bb's if he folds to a re-shove, I like to open pretty wide in these spots between the 17-23 bb range (I will rarely re-shove more than 25bb's), as losing a min raise isn't really going to effect your flexibility/options. He's risking 2k to win...2200 or something, so it's not got work often. The more I think about it, the more I think your re-shove is fine, you were just unfortunate to run into the top of his range.
