I don't think he is ever shoving worse for value than KQ and OTR his bluffing hands like 98s, 87s has a pair, it's really hard to have him bluffs OTR, maybe Ad2d, Ad4d,Ad5d if he is aggro, even with these bluffs I can't call profitably vs his range.

You rely too much on stats for 19 hands. Probably x/r flop or turn is better? I think he is capable to overplay AA and AK.

As played, you should call river imo. As vaskata said he is capable of overplaying AA/AK. This turn and river are the second best thing you'll get, the best being FH - board didn't pair fd did not complete you have blockers to KK/QQ. Basically if you call flop and turn you should call river as well as his hand has not improved.

He seems like an aggressive fish so i would donk/shove OTF. I donk want to give him free cards, and i think he would call with a lot of draws, AA, AK...+ you block some sets here.
