SB: $16.61 (103.8 bb)
BB: $14.56 (91 bb)
UTG: $21.53 (134.6 bb)
MP: $91.60 (572.5 bb)
Hero (CO): $19.48 (121.8 bb)
BTN: $23.67 (147.9 bb)

Preflop: Hero is CO with Q A
2 folds, Hero raises to $0.40, BTN calls $0.40, SB folds, BB raises to $1.28, Hero folds, BTN calls $0.88

Flop: ($3.04) 3 9 A (2 players)
BB bets $1.60, BTN folds

Preflop: Ok, I just realized his sizing was way too small, so maybe I should call. I wonder, what do you do in general in those situation? 4bet bluff? Fold? Call?

Well, the situation is perfect for BB to squeeze. You can 4 bet, but call is the worst as you will invite the button too and your hand is not ok in a mw pot postflop.
4b>fold>call imo.
