Q9s from SB after open limper

BB 10/8 3bet 0 - 66 hands
CO 50/20 3bet 21.4 (he had limped once before and called a raise) - 44 hands

Would I be best to iso raise pre with this hand?
Once I flop OESD should I donk out and bet the turn as well say if no diamond falls?

Pre-flop looks fine. No need to build a pot OOP with Q9s yet with a hand that played pretty good multi way if you hit hard.
As played you’re still drawing. So checking is fine to try to hit the straight as cheap possible.
On turn I would fold on his pot size bet as well. I think you played it well here.

Preflop complete is fine for me. On the flop I would try to take pot down. On the turn on this card and vs potbet fold seems OK to me.
